Tasks and functions of Department of investments and project support of Krasnodar krai

Tasks and functions of Department of investments and project support of Krasnodar krai are authorized by the Decision/ Decree of the head of administration of Krasnodar krai from December, 25, 2006 N 1168 " About Department of investments and project support of Krasnodar krai".

The primary goals of Department are:

• Working out of strategy of attraction of investments;
• Participation in formation of uniform economic space in region;
• Work out of positioning Krasnodar krai in Russia and abroad;
• Realization of a regional investment policy;
• Ensuring of steady development of territory of Krasnodar krai on the basis of carrying out of an estimation of social and budgetary efficiency of investment projects;
• Rendering assistance in definition of the basic priorities of investment development of municipal formations of region;
• Participation in working out and realization of strategy of investment development of municipal formations and mechanisms of increase in volumes of investments into economy;
• Participation in definition of priority directions of development of an economic complex of region;
• Participation in development of strategy of development of priority branches and sectors of economy of region;
• Ensuring of availability to participants of investment activity of the information on an investment mode and an investment infrastructure of municipal formations of region;
• The analysis and forecasting of development of investment potential municipal formations of region;
• Ensuring of unity of legal space of investment activity in territory of region in a combination to active support of investment processes;
• Coordination of activity of enforcement authorities of Krasnodar krai in sphere of licensing;
• Development and support of enterprise sector of economy, business and elimination of administrative barriers in activity of the enterprises and businessmen of region;
• Rendering state support of investment projects;
• Rendering interaction of territorial divisions of federal executive authorities, executive authorities of Krasnodar krai, institutions of local government on realization of investment projects;
• Creation of favorable conditions for functioning working and developments of new subjects of small business in priority branches of economy of region.

Functions of Department

Department:

• Carries out prognosis and analytical activity of development of investment potential of region and municipal formations of region in view of the prognosis of development of branches and economic base of municipal formations;
• Participates in realization of a policy of region in the field of connection of investment requirements of municipal formations of region with interests of potential domestic and foreign investors;
• Assists in development of strategy of investment development of city district, municipal area and mechanisms of increase in volumes of investments into the economy, directed on creation of a favorable investment mode and the advanced investment infrastructure;
• Assists municipal formations in development and realization of investment activity by participation in formation of the investment program of municipal formation;
• Carries out monitoring realization of investment programs of municipal formations;
• Promotes introduction by competitors of investments of progressive administrative and information technologies;
• Takes measures on attraction of investments into economy of region, provides study of investment projects in municipal formations, carries out interaction with the interested executive authorities of region, territorial divisions of federal executive authorities, investment funds, banks, the insurance companies and other organizations;
• Participates in working out of formation of strategy of attraction of investments, positioning of Krasnodar krai in the international and Russian markets, in attraction of the consulting firms which are possessing experience of carrying out information and image making companies at the international level;
• Prepares and represents to signing investment agreements and contracts on head of administration of Krasnodar krai, including the agreement and contracts on use of a state ownership of Krasnodar krai with a view of attraction of investments;
• Provides organizational support of realization of investment projects, information on investment potential of municipal formation, including at regional and international forums, exhibitions;
• Examines and prepares for the conclusions about expediency of investment agreements (contracts), including regarding efficiency of use of a state ownership of Krasnodar krai;
• Organizes and coordinates development of a regional investment policy, the mechanism of its realization;
• Carries out examination and monitoring of investment projects for conformity to their criteria and priorities of an investment policy of Krasnodar krai;
• Coordinates work of branch executive authorities of region and cooperates with institutions of local government of municipal formations  of region on working out of investment offers, information base of investment projects, offers and platforms;
• Organizes preparation of materials for participation of investment projects of region in investment forums of a various level;
• Renders the methodical help and information - analytical assistance to investors in development of business - plans of investment projects, including applying on the state support;
• Carries out preparation of normative legal acts on the questions which are included in a field of activity of Department;
• Carries out functions of the authorized division on realization of interaction with Federal agency on management of special economic zones;
• Carries out the analysis of efficiency of use of means of the regional budget directed on subsidizing of interest rates under involved credits to subjects of small business;
• Carries out together with agencies, the centers of marketing researches studying of questions of expansion of commodity markets and duly updating assortment policies of branches of regional economy;
• Develops together with branch executive authorities of Krasnodar krai a plan of action regarding saturation of the market by production of regional commodity producers in view of their technical and economic opportunities, plans for development and modernizations of capacities;
• Forms base of investment projects of region, makes and updates the regional catalogue of investment projects;
• Promotes increase in an export potential, perfection of structure of export of region, increase of efficiency of export-import transactions of the organizations of Krasnodar krai;
• Carries out monitoring of activity of the enterprises with foreign investments;
• Promotes the conclusion and performance of agreements between Krasnodar krai and administrative territorial formations of the foreign states and the international contracts of the Russian Federation regarding, concerning interests of Krasnodar krai;
• Renders within the limits of the established competence assistance and the state support of realization of the investment projects which are carried out in territory of Krasnodar region;
• Develops a plan of measures on support of the investment projects realized in territory of Krasnodar krai, and carries out the control over its performance;
• Carries out interaction with institutions of local government on support of the investment projects realized in territory of municipal formations;
• Coordinates work of groups of support of the investment projects generated in executive authorities of Krasnodar krai;
• Carries out quarterly monitoring realization of investment projects of Krasnodar krai;
• Organizes interaction of federal executive authorities, executive authorities of Krasnodar krai and institutions of local government of region on questions of coordination and deliveries of the conclusions under investment projects;
• Carries out the control over observance of terms of delivery of coordination and preparation of land legal documents at all stages of formation of the ground areas;
• Organizes work on consideration of the questions connected to revealing and elimination of administrative barriers, interfering development of business;
• Carries out preparation of corresponding normative legal acts on questions of granting of budgetary funds for financing actions on the state support in sphere of small business;
• Provides interaction of executive authorities of Krasnodar krai and institutions of local government on questions of protection of the rights and interests of subjects of small business;
• Carries out the analysis of regional and municipal normative legal acts with the purpose of revealing and elimination of the administrative barriers interfering development of small business;
• Carries out information and consulting work on questions of development of business, including small business;
• Forms a summary databank of the given, suspended and cancelled licenses by kinds of activity which licensing is carried out by executive authorities of Krasnodar krai;
• Carries out checks of realization of process of licensing of separate kinds of activity in territory of Krasnodar krai which licensing is carried out by executive authorities of Krasnodar krai;
• Carries out coordination of work on licensing kinds of activity, powers on which are assigned to agencies of the government of Krasnodar krai, and also kinds of activity, powers on which licensing are handed by federal authorities to executive authorities of Krasnodar krai;
• Collects, systematizes and analyzes offers on perfection of licensing;
• Studies and generalizes domestic and foreign experience of licensing of separate kinds of activity, participates in actions on an exchange of an operational experience;
• Renders the advisory, methodical and information help to subjects of enterprise activity on questions of licensing;
• Carries out arising in the field of the organization of regional state lotteries and their realization;
• Participates in development of productive forces accommodation strategy;
• Organizes conducting monitoring of the legislation in investment activity, development of offers on perfection of legislative base in the field of investment activity in territory of region;
• Prepares conclusions about expediency of accommodation of objects under investment projects in territory of region at;
• Participates together with branch executive authorities of Krasnodar krai in development of the investment projects planned to realization in territory of Krasnodar krai;
• Organizes carrying out of competitions of the best investment projects of region;
• Submits for consideration of the head of administration of Krasnodar krai  the offer on creation, liquidation, reorganization of the subordinated state unitary enterprises and official divisions of Krasnodar krai, about assignment from the regional budget to Department of property affairs of Krasnodar krai or to regional state specialized establishment " Fund of the state property of Krasnodar krai" for payment of contributions of Krasnodar krai in authorized capitals of the created organizations;
• Carries out together with Department of property affairs of Krasnodar krai function of the founder of the subordinated state unitary enterprises of Krasnodar krai and official divisions according to the current legislation;
• Approves the charters of the state unitary enterprises and official divisions of Krasnodar krai;
• Appoints to the post and dismisss in the order established by the current legislation, heads of the regional state enterprises and official divisions of Krasnodar krai, concludes, changes and stops with them the labour contracts coordinated by Department of property affairs of Krasnodar krai;
• Organizes and spends certification of heads of the subordinated state unitary enterprises of Krasnodar krai and official divisions of Krasnodar krai;
• Defines he volume of the profit of the subordinated state unitary enterprises of Krasnodar krai, subject to transfer in the regional budget;
• Carries out the control over use of the property belonging to the subordinated unitary enterprises or official divisions of Krasnodar krai, and the analysis of efficiency of activity of the state unitary enterprises of Krasnodar krai with attraction of if necessary specialized organizations;
• Carries out functions of the state customer by delivery of the goods, performance of works, rendering of services for the state needs of Krasnodar krai, except for the cases established by the legislation of the Russian Federation and Krasnodar krai;
• Brings offers on questions of perfection of normative legislative support in economic sphere;
• Provides activity of:
• The commissions on carrying out of annual regional competition " the Best businessmen of Krasnodar krai ";
• Expert interdepartmental investment council of administration of Krasnodar krai;
• The commissions on consideration of the questions connected to compensation of a part of expenses of subjects of small business due to means of the regional budget, stipulated on the state support of small business;
• Council on business in Krasnodar krai of administration of Krasnodar krai;
• Carries out other functions according to the legislation of the Russian Federation and Krasnodar krai;
• Carries out functions on the organization of interaction of divisions of the government, institutions of local government, organizers of gamblings, and other persons in connection with realization of state regulation of activity of organization and carrying out of gamblings;
• In the order established by the Agreement between administrations of Krasnodar krai and Rostov area " About the order of management of a gambling zone in territory of Sherbinovsky  municipal formation of Krasnodar territory and of Azovsky municipal formation of Rostov area and interaction of executive authorities of Krasnodar krai and Rostov area in realization of state regulation of activity of the organization and carrying out of gamblings ", transfers organizers of gamblings, and other persons in the property or rent the ground areas located in a gambling zone;
• Carries out functions on delivery, renewal and cancellation of sanctions to realization of activity of the organization and carrying out of gamblings in a gambling zone;
• Carries out the control over observance by organizers of gamblings, and other persons positions of the legislation.
